After 4th sem. That is the time to learn something from an institute whether it's Linux, DBMS(Oracle) or a language like Java.

After 6th sem, always and always go for industrial training and only if you fail to get internship in any company look towards these courses at institutes.

Meanwhile, Linux would help you quite a bit all through.Companies like Accenture who carried out training for their selected students(125 from Mait) focussed first 3-4 days entirely on teaching Linux/Unix and afterwards prog langauges/Oops. Also CSE has a subject on Linux in 5th sem, IT and ECE don't.

Yes. Only IANT Pitampura and one more institute whose name I have forgotten should be chosen for best  RHCE or Red Hat Linux related courses because they exhaustively also teach many basics of Networking which will help in CN and ACN in later sems.

EDIT: The other one is New Horizons Computer Learning Centre in Lodhi Road. Another one that is decent(only heard) is Fostering Linux in Nehru Place.
